Frequently Asked Questions (FAQ’s) for Uploading a CFRS Submission

Please review the Instructions for Validating, Preparing for Upload, and Uploading a CFR Submission for a complete description of the upload process.

  1. Should I backup my CFRS database before I upload my file?
    • Absolutely! You should always create and safeguard a backup copy of your database periodically, especially if you have completed your validations and have had a Document Control Number (DCN) assigned. If anything happens, you can always restore from a backup file; without a backup file, if your database becomes compromised of corrupted, you would need to start over. Please take a look at the Backup and Restore Instructions.

  2. Where is the upload file located?
    • If your CFRS software was installed to the default location, your upload file will be located in the following directory dependant on your software's version (Version 24.0 in example):
      • on Windows XP: C:\Program Files\Consolidated Fiscal Reporting System\CFRS 24.0\DB\Upload
      • on Windows Vista, Windows 7, Windows 8: C:\Program Data\Consolidated Fiscal Reporting System\CFRS 24.0\DB\Upload
    • If you installed CFRS in an alternative local or LAN location, browse to that location.

  3. I can’t create an upload file.
    • You have to successfully pass all validations, from the CFRS Utility menu/Validate Submission option. Once you successfully pass all of the validations, a Document Control Number (DCN) will be assigned, and you will be able to run the "Prepare for upload" process. See point 7, below, for a description of this process.

  4. The upload process won’t accept my Provider Agency Code. What do I do?
    • Call your funding state agency and have them check the validity of your Provider Agency Code.

  5. If the upload process won’t accept my Provider Agency Code, can I upload anyway?
    • No. A valid Provider Agency Code is necessary to do an upload. Contact your funding state agency

  6. When I select Upload, I get the error message, "A file must be selected." What happened?
    • You either put in a directory name without choosing the file name; or you clicked the Upload File button without putting anything in the "File to be uploaded" box. You can either type in the path and file name; or click the Browse button, navigate to the file’s location, select the file, and click the Open button.

  7. It tells me "Only compressed CFRS Submission (".MDB.CFR") files can be uploaded." What do I do?
    • The file you have chosen is not a file prepared for upload by CFRS. (You need to run the "Prepare for Upload" routine, after the DCN is assigned.) If CFRS was installed to the default location, your upload file will be located in the following directory dependant on your software's version (Version 24.0 in example):

      • on Windows XP: C:\Program Files\Consolidated Fiscal Reporting System\CFRS 24.0\DB\Upload
      • on Windows Vista, Windows 7, Windows 8: C:\Program Data\Consolidated Fiscal Reporting System\CFRS 24.0\DB\Upload

  8. If during the upload process, you receive a page that says "The page cannot be displayed" with "Server Error: 500" at the top, then please follow the below instructions:
    • In order to better determine and define the nature of the problem, preferably before calling the Help Desk for assistance, you should ensure that your browser’s settings are set to display detailed messages then try to complete the upload process again.  The detailed error message could help us resolve the problem in a more timely manner.

      If you are using Microsoft’s Internet Explorer, this is relatively simple to do. On the File Menu, Click on "Tools" >> "Internet Options…", then click on the "Advanced" tab.  Scroll down to the "Browsing" section. Ensure that the "Show friendly HTTP error messages" item is Not checked.

      Firefox and Opera browsers will always display the detailed messages.

      If you are using an older Opera Browser, from the File Menu, Click "Preferences" >> "Network"  Check "Always Show Server Errors"  Click the "Apply" Button at the bottom of the menu box.

  1. I'm ready to upload my financial statements, but I haven't completed my CFR. Do I have to wait?
    • No. You can upload your financial statements at any time -- before, or after, uploading your CFR. On the upload page, simply select Financial Statements as the type of file to upload.
  2. If the upload process won’t accept my Provider Agency Code, can I upload anyway?
    • No. A valid Provider Agency Code is necessary to do an upload. Contact your funding state agency
