The Division of Quality Management (DQM)

The Division of Quality Management (DQM) supports the New York State Office of Mental Health's mission to promote the mental health and well-being of all New Yorkers by providing leadership in regulating, certifying and overseeing the New York State public mental health system.

Bureau of Inspection and Certification (BIC)

Licensing - An operating certificate (license) issued by the Office of Mental Health (OMH) is required for many mental health programs that are subject to the regulatory jurisdiction of the Commissioner of Mental Health.

This site gives the background and legal authority for licensing, process for issuing a license, a definition of programs that must be licensed as well as other resources.

Prior Approval Review (PAR) - The process for applying for certification (license) from OMH is through the Prior Approval Review process.

This site describes the process for submitting an application to operate a new mental health program, or make changes to existing licensed mental health programs. The status of PAR projects that have been submitted is also available.

Office of Quality Improvement (OQI)

Clinical Risk Management (CRM) - All Office of Mental Health (OMH) operated and licensed providers need to develop, implement and monitor an incident management system that is designed to protect the health and safety of consumers and enhance the quality of care provided. Clinical Risk Management (CRM) works collaboratively with providers towards this goal.

External Review Unit - OMH's goal is that each of its State psychiatric centers are ready for survey by The Joint Commission (TJC) and the Centers for Medicare and Medicaid Services (CMS) at all times as a result of normal operating activities. Being ready for a thorough survey at any time is a logical extension of the Agency's commitment to promote the mental health and well-being of all New Yorkers, and continuous quality improvement

New York State Incident Management and Reporting System (NIMRS) - NIMRS is a secure, web-based, quality management tool used by providers in facilities licensed or funded by the Office of Mental Health to report incidents in accordance with Part 524 of the NYS Rules and Regulations.
