OASAS – OMH Integration Study

The New York State Office of Alcoholism and Substance Abuse Services (OASAS) and the New York State Office of Mental Health (OMH) are seeking input from consumers, providers and other stakeholders about whether or not a consolidated behavioral health services agency could improve care delivery for the populations currently served by two separate agencies.

Specifically, OASAS Commissioner Arlene Gonzalez-Sanchez, LMSW and OMH Commissioner Ann Sullivan, MD and Paul Samuels, Esq., Chair of the New York State Behavioral Health Services Advisory Council (BHSAC), are jointly chairing a Steering Committee comprised of key OMH and OASAS stakeholders. The Steering Committee is charged with ensuring comprehensive input and developed the following which should guide your input:

  • Would the public be better served by a consolidation of OASAS and OMH into a singular behavioral health services agency?
  • What could be the advantages and/or disadvantages of consolidating OASAS and OMH into a singular behavioral health services agency?
  • Would consolidation favorably or unfavorably impact service delivery?
  • Would treatment outcomes be favorably or unfavorably affected by a new behavioral health agency?
  • Are there national trends relating to consolidation of behavioral health agencies?
  • Would a new state agency for behavioral health affect the transition to Medicaid managed care?
  • How do persons currently get information about treatment options, aftercare, community support services, insurance coverage, self-help groups or community based services?
  • How do persons currently locate appropriate mental health or substance use disorder treatment in settings suited to the particular needs of an individual or particular family?
  • How do persons currently get necessary information about insurance benefits regarding mental health or substance use disorder treatment in order to make informed treatment decisions?
  • Have you ever experienced terminology barriers to your understanding of what services are appropriate to your needs?

All comments will be reviewed by the Steering Committee; a final report is expected by December 31, 2015.
