There appears to be some confusion regarding the instructions for submitting the bid proposal. Please follow the instructions set forth in Section 2.9 Instructions for Bid Submission and Required Format. Applicants must submit a narrative response and the narrative response must address all of the components listed in Section 5.5 of the RFP. Applicants do not have to include the SP SRO application form which was handed out at the Bidder's Conference. The SP SRO application form is not done at this time, rather it is a form that is completed 6-9 months prior to the SP SRO opening; it is not considered part of the proposal narrative submission.
