Enriched Crisis and Transitional Housing Services Pilot Initiative
Request for Proposals (RFP)

The New York State Office of Mental Health announces the availability of Medicaid Redesign Team operating funding and one-time capital funding for the development and operation of up to 36 units of enriched crisis and transitional housing services for persons with serious mental illness residing in New York State. It is expected that each applicant awarded through this RFP will develop three crisis units by adding or reconfiguring existing residential space.

This RFP is for a two-year initiative designed in order to evaluate feasibility, time, cost, adverse events, and effect size in an attempt to predict an appropriate program model and improve upon the design prior to performance of a full-scale Enriched Crisis and Enhanced Transitional Housing Program.  As such, many questions and answers may not be easily resolved at this time.  OMH encourages all eligible providers to submit proposals in accordance to the guidance and instructions set forth in the RFP and the Questions and Answers. OMH understands that this is an exciting, yet unique pilot initiative and that as development of the pilot program(s) occur there may be a need to provide further clarification and guidance.  Proposals are due May 7, 2014.

Proposals received from eligible not-for-profit applicants who have not been Prequalified in the NYS Grants Gateway by the proposal due date of 5 p.m. on May 7, 2014 cannot be evaluated; therefore, such proposals will be disqualified from further consideration.
