The Consolidated Budget Report (CBR) & Consolidated Fiscal Report (CFR) must be completed by service providers that receive funding to operate an OMH program, an OMH certified program or are authorized to operate an OMH program through a designation process.

OMH, OASAS, and OPWDD require all providers that receive State Aid to submit an annual Consolidated Budget Report for each funded program. The CBR must detail expected expenses and revenues prior to the start of each fiscal period.
