Behavioral Health Managed Care Implementation Timeline

NYS is moving Medicaid behavioral health services into Managed Care. Behavioral Health Managed Care will integrate all behavioral health (BH) and physical heath (PH) services under the management of Mainstream Medicaid Managed Care Organizations (MCOs) and Health and Recovery Plans (HARP).

The timeline for implementation of the Adult and Children’s Behavioral Health Medicaid Managed Care transition has been updated as follows:

NYC Implementation Dates Deliverable
October 2015 Behavioral health services managed by Mainstream Managed Care Organizations in NYC.
October 2015 to January 2016 Enrollment begins for individuals eligible to join a Health and Recovery Plan (HARP) in NYC.
January 1, 2016 Behavioral Health Home and Community Based Services are made available to individuals who choose to join a HARP.

Rest of State Implementation Dates Deliverable
June 30, 2015 RFQ distributed (with expedited application for NYC designated Plans)
May 2016 Mailing of HARP enrollment letters begins
July 1, 2016 Mainstream Plan Behavioral Health Management and Phased HARP Enrollment Begins
October 1, 2016 Behavioral Health Home and Community Based Services are made available to individuals who choose to join a HARP.
Children’s Behavioral Health Managed Care Timeline
Implementation Dates Deliverable
July 1, 2017 Behavioral health services for children managed by Mainstream Managed Care Organizations in NYC, Long Island and Westchester County.
January 1, 2018 Behavioral health services for children managed by Mainstream Managed Care Organizations throughout NYS.
